Cesar Martinez joined Mercy in February 2017 as the President of the Office of Contract and Revenue, Ambulatory Operations for Mercy system-wide. In this role, Cesar is the senior executive responsible for all health plan contracting, direct to employer contracting and is responsible for delivering on Mercy’s commitment to value based care for a $5 billion health system. Cesar has extensive experience in leading/operating health system managed care operations, commercial insurance, and Medicare and Medicaid health plans for private/entrepreneurial companies as well as large publicly-held companies. He has over 21 years of health plan experience with 16 years in c-level management and over 5 years leading health care delivery system managed care.

Cesar was the founder and CEO of a Medicaid health plan in South Carolina where he added Medicare to the company's portfolio and sold it to a large healthcare system. This led to the only provider-owned health plan in South Carolina. He has also led multiple health plan start-ups and turn-arounds across the country and was responsible for a billion-dollar health plan for a publically held company. Most recently, Cesar was the president and CEO of MDwise, a $1.8 billion delivery system health plan. Under his tenure, MDwise had the highest state quality ratings, revenues doubled, and he led the efforts for the company’s Medicaid contract with Indiana. During his Indiana tenure, Cesar was tapped by U.S. Vice President Mike Pence and Governor Eric Holcomb to be a member of the governor’s transition team.

Cesar holds a BA in History and Political Science from Houston Baptist University, a Master of Business Administration and a Master of Public Administration from City University in Seattle.
